Position Overview

EOHHS is seeking a Senior Business Analyst to support the Rural Health Transformation Program (RHTP) ACIO IT Office and related cross-agency technology initiatives. This role serves as a trusted partner to business, technical, leadership, procurement, and operational stakeholders by facilitating communication, documenting requirements, managing governance artifacts, supporting project activities, and ensuring a shared understanding of business and technology needs.

The ideal candidate has strong experience in business analysis, stakeholder engagement, requirements management, process improvement, governance support, testing coordination, SharePoint administration, and healthcare or government technology initiatives.

Key Responsibilities

Stakeholder Engagement & Communication

Serve as liaison between business stakeholders, technical teams, vendors, project managers, architects, and leadership.

Facilitate stakeholder discussions, workshops, requirements sessions, and cross-functional meetings.

Document decisions, action items, risks, issues, dependencies, and follow-up activities.

Support communication related to IT governance, procurement, contracts, funding, staffing, and solution initiatives.

Escalate unresolved risks, ownership gaps, and enterprise impacts to leadership.

Business Analysis & Requirements Management

Conduct business needs assessments and requirements gathering activities.

Develop and maintain

Decision Logs

Perform current-state and future-state process analysis.

Ensure requirements are complete, testable, prioritized, and traceable throughout the project lifecycle.

Governance & Executive Support

Support governance, leadership, project, and cross-agency meetings.

Prepare agendas, meeting minutes, status reports, executive briefings, and decision records.

  • Track action items, approvals, risks, and dependencies.
  • Create leadership-ready summaries and governance materials.

Project & Cross-Agency Support

Support the Senior Technical Program Manager and project managers with documentation, analysis, and stakeholder follow-up.

Assist with intake and triage of business requests involving technology solutions, procurements, staffing, and funding.

  • Support enterprise reporting, project governance, and documentation standards.
  • Coordinate business analysis activities across multiple initiatives.

Testing & Operational Readiness

  • Support test planning and User Acceptance Testing (UAT).
  • Develop test scenarios and validate requirements against delivered functionality.
  • Participate in defect triage and issue resolution discussions.

Support implementation readiness, training documentation, business procedures, and operational transitions.

  • SharePoint & Records Management
  • Serve as RHTP Program SharePoint Librarian.

Maintain SharePoint libraries, governance documents, requirements artifacts, templates, and project records.

  • Manage document version control, metadata, retention standards, and folder structures.
  • Ensure documentation is organized, audit-ready, and easily accessible.

Required Qualifications

Experience as a Business Analyst, Senior Business Analyst, Systems Analyst, Product Analyst, or similar role.

  • Experience supporting enterprise technology initiatives.
  • Strong requirements gathering and documentation experience.
