Job Summary
- Under the general supervision of the Director of Outreach and Student
- Recruitment, this position provides fiscal, budgetary, administrative, and
- operational support to the Office of Outreach and Student Recruitment. The
- position develops departmental budgets, monitors expenditures, oversees funds,
- and ensures compliance with university policies and procedures. It coordinates
- the financial and logistical aspects of outreach activities, including travel,
- procurement, student employee funding, and financial reconciliations. The
- position also performs moderately complex administrative functions and
- collaborates with departmental staff and Enrollment Management on
- cross-functional initiatives. This role supports accurate financial
- administration and efficient operations to advance the department's outreach and
- student recruitment objectives.
Responsibilities
- Fiscal and Budgetary Analysis
- Develop and prepare mid-year and annual budgets of Office of Outreach &
- Student recruitment by analyzing current obligations, projected costs, and
- available funding to support planning and effective resource allocation.
- Monitor and analyze departmental funds and expenditures, including outreach
- program budgets, philanthropic and lottery funds, recruitment materials, and
- event expenses, to ensure fiscal accountability, optimize resource
- utilization, and maintain compliance with university policies and funding
- requirements.
- Process and reconcile requisitions, purchase orders, invoices, and other
- financial transactions by verifying documentation, resolving discrepancies,
- and coordinating with campus partners to ensure accurate accounting and
- timely payment processing.
- Prepare budget analyses, financial forecasts, and recommendations for
- departmental leadership and the division budget analyst to support informed
- decision-making and long-range financial planning.
- Analyze fiscal workflows, interpret CSU and campus policies, and implement
- process improvements to strengthen internal controls, improve operational
- efficiency, and ensure compliance with established fiscal procedures.
- Evaluate budget variances and financial trends, exercising independent
- judgment to develop recommendations that support strategic budget planning
- and administrative decision-making.
Administrative Operations and Program Support
- Perform moderately complex administrative and operational functions to
- support the planning and execution of outreach and recruitment activities and
- ensure efficient departmental operations.
- Analyze operational needs and coordinate projects, including prospective and
- admitted student communication campaigns and recruitment materials, by
- collaborating with campus partners, monitoring timelines, and ensuring timely
- completion of project deliverables.
- Coordinate the procurement of supplies, equipment, and recruitment materials
- by processing purchase requests, tracking purchase orders and procurement
- card transactions, and ensuring compliance with university procurement
- policies.
- Serve as the departmental liaison with internal and external partners,
- including Information Technology, by coordinating equipment requests,
- resolving operational issues, and facilitating system support.
- Coordinate meetings, trainings, retreats, and professional development
- activities by scheduling logistics, preparing agendas and materials,
- documenting meeting outcomes, and tracking follow-up actions.
Travel Coordination and Reimbursement Processing
- Coordinate travel arrangements for departmental staff and leadership by
- securing transportation, lodging, registrations, and related logistics to
- support outreach and recruitment activities and ensure cost-effective travel.
- Prepare and process travel authorizations, expense reimbursements, and
- supporting documentation by reviewing expenses for accuracy and completeness
- to ensure timely reimbursement and compliance with university requirements.
- Analyze travel requests and supporting documentation to verify funding
- availability, ensure compliance with CSU and university travel policies,
- identify discrepancies, and resolve issues prior to processing.
- Interpret university travel and fiscal policies, evaluate travel-related
- issues, and provide recommendations to leadership to ensure consistent
- application of procedures, fiscal accountability, and informed
- decision-making.
Payroll and Student Employee Support
- Track and reconcile timekeeping and absence management records for staff,
- temporary employees, and student assistants by reviewing payroll
- documentation, identifying discrepancies, and coordinating corrections to
- ensure accurate payroll processing.
- Monitor and analyze Federal Work-Study allocations and expenditures by
- tracking available funding and spending trends to maintain compliance with
- program and university requirements.
- Serve as a point of contact for payroll-related inquiries, and coordinate
- payroll transactions with the division budget analyst to ensure timely and
- accurate processing.
- Coordinate student employee onboarding, system access, and payroll tracking
- by processing required documentation, monitoring employment records, and
- collaborating with campus partners to ensure timely appointments and
- compliance with university procedures.
Other Classification-Related Duties
- Participate in departmental special projects that support Office of Outreach
& Student Recruitment operations and strategic objectives.
- Perform other classification-related duties as assigned.
Minimum Qualifications
- Bachelor's degree and/or the equivalent training and administrative work
- experience involving study, analysis, and/or evaluation leading to the
- development or improvement of administrative policies, procedures, practices,
- or programs, PLUS two years of related experience.
Required Qualifications
- Working knowledge of and ability to apply standard theories, principles,
- practices, and techniques applicable to the program and/or administrative
- specialty to develop conclusions and make recommendations.
- Thorough knowledge of policies, procedures, and outside regulations
pertaining to the applicable program and/or administrative specialty.
- Working knowledge of operational and fiscal analysis and techniques.
- Ability to take initiative and independently plan, organize, coordinate, and
- perform work in various situations where numerous and diverse demands are
- involved.
- Skill in the research, development and evaluation of policies and programs,
- including skill in the collection, evaluation, and interpretation of data to
- develop sound conclusions and make appropriate recommendations.
- Expertise in investigating and analyzing problems with a broad administrative
- impact and implications. Ability to anticipate problems and address them
- proactively.
- Demonstrated ability to effectively interpret, organize, and present
information and ideas in written or presentation form.
- Ability to train others on new skills and procedures and provide lead work
direction.
Preferred Qualifications
- Experience with budget policy and practice, particularly in an office within
higher education.
- Ability to work collaboratively and communicate effectively in a team
environment.
- Ability to learn and work in a fast-paced environment.
- Thorough knowledge of English grammar, spelling, and punctuation, and be able
to clearly communicate orally and in writing.
- Two or more years of experience working in an office within an institution of
- higher education with budget analysis, administrative functions, and
- program-specific knowledge of administrative cost allowances.
Compensation and Benefits
Input Anticipated Hiring Range, Classification Salary Range (Required for Staff
Positions)
- The salary offered will take into account internal equity and experience among
- other factors.
- Initial salary step placement will be Step 1 - $5,274 per month for qualified
- candidates.
- CSU Classification Salary Step Range: $5,274 - $7,684 per month (Step 1 – Step
- 20)
- The CSU system provides a comprehensive benefit package that includes medical,
- dental and vision plans, membership in the California Public Employees
- Retirement System (CalPERS), sick and vacation time, and 15 paid holidays a
- year. Eligible employees are also able to participate in the fee waiver

- Academic year schedule: Monday through Friday (8:00 am – 5:00 pm), some
- evenings/weekends.
- Summer schedule: Monday through Thursday (7:00 am - 5:30 pm), some
