Security Requirements: Must successfully complete the required DHS/ICE background investigation and obtain and maintain a favorable Public Trust suitability/fitness determination and required system access.
Work Authorization: U.S. citizenship required for DHS IT system access.
AttainX is seeking a Senior Business Analyst to support the Department of Homeland Security (DHS), U.S. Immigration and Customs Enforcement (ICE), Financial Systems Modernization (FSM) automation program. This role focuses on analysis and strategy rather than bot development. The analyst evaluates current automation systems, maps and prioritizes financial business processes using BPMN 2.0 and AI-enabled process mapping, and helps shape automation and deployment strategies that comply with DHS Directive 4300.1, FIPS 140-3, NIST SP 800-53, and the Federal Financial Management Improvement Act (FFMIA). The work supports the program’s goals of increased automation deployment capacity and operational efficiency; improved data integrity, audit readiness, and predictive insights; and successful integration of Machine Learning (ML) into financial Robotic Process Automation (RPA) workflows.
Qualifications and Education Requirements
- A bachelor’s degree in engineering, computer science, information systems, business, or a related field is required; equivalent education, training, and relevant experience will be considered.
- 10+ years of related experience in business/systems analysis, process improvement, requirements engineering, or technology evaluation, including leading or coordinating cross-functional teams.
- Demonstrated experience developing comparative analyses, alternatives analyses, or trade studies of software solutions and presenting recommendations to leadership.
- Experience modeling business processes using Business Process Model and Notation (BPMN 2.0); experience with process mining or AI-enabled process mapping tools (e.g., Celonis, Microsoft Process Advisor, SAP Signavio, ARIS) is preferred.
- Experience prioritizing processes for optimization or automation based on efficiency, impact, complexity, and risk, and defining performance metrics to measure results.
- Working knowledge of Machine Learning and AI concepts and how they can be applied to automation, data quality, and predictive analytics.
- Familiarity with DHS Directive 4300.1 (Information Technology Systems Security), FIPS 140-3, NIST SP 800-53 security controls, and FFMIA requirements, or the ability to quickly gain working knowledge.
- Understanding of data integrity, internal controls, and audit-readiness practices; familiarity with Federal financial management processes (e.g., procure-to-pay, reconciliations, financial reporting) is preferred.
- Experience with organizational change and workforce transition planning related to new technology or automation is preferred.
- Proficiency with Visio, Jira, Confluence, Microsoft 365, and requirements management tools such as DOORS or Jama; familiarity with Agile/Scrum, SDLC, and configuration management.
- Superior analytical, facilitation, documentation, and communication skills.
- Must be a US Citizen with the ability to obtain and maintain a DHS/ICE Public Trust suitability determination.
Job Duties
- Develop and deliver comparative analysis studies of current automation systems and software solutions that provide process mining, business process optimization, and workforce transition planning capabilities; assess capabilities, costs, security, scalability, and fit with ICE requirements.
- Create Business Process Model and Notation (BPMN 2.0) models of current-state and future-state financial processes using an AI process mapping tool; deliver models to the Government for review and acceptance.
- Prioritize business processes based on efficiency and impact, considering volume, cycle time, error rates, complexity, and risk; maintain a prioritized process inventory.
- Facilitate process discovery sessions and interviews with ICE financial management stakeholders to document workflows, business rules, pain points, and data flows.
- Contribute to automation and deployment strategies that align with DHS Directive 4300.1, FIPS 140-3, NIST SP 800-53, and FFMIA, coordinating with security and compliance personnel.
- Identify opportunities to increase automation deployment capacity and operational efficiency, including improvements to intake, prioritization, and release processes.
- Analyze processes and data to identify data integrity issues and internal control gaps; recommend improvements that strengthen audit readiness.
- Identify and document use cases for integrating Machine Learning into financial RPA workflows, such as anomaly detection, classification, and predictive insights; define business requirements and success measures.
- Support workforce transition planning by assessing the impact of automation on roles and workloads and recommending change management and training approaches.
- Define and track performance metrics and KPIs to measure operational efficiency, data quality, and the value delivered by automation initiatives.
- Prepare reports, briefings, white papers, and decision documents for Government leadership; maintain traceability between business needs, process models, and recommendations.
- Maintain the project knowledge repository and mentor junior analysts on process modeling and analysis standards while protecting sensitive financial data.
