TISTA is seeking a Business Analyst to support the Department of Veterans Affairs (VA) Supply Chain Management DevSecOps program. Overview

TISTA is seeking a Business Analyst to support the Department of Veterans Affairs (VA) Supply Chain Management DevSecOps program. This role will partner with VA stakeholders and Agile delivery teams to translate business needs into clear, actionable requirements supporting supply chain and logistics solutions.

The Business Analyst will lead requirements elicitation, backlog refinement, business process analysis, and Agile requirements development while helping ensure requirements are traceable, testable, and ready for delivery.

Responsibilities

Lead requirements gathering through stakeholder interviews, workshops, and backlog refinement sessions.

Translate business needs into Initiatives, Epics, Features, User Stories, tasks, and acceptance criteria.

Develop scope, requirements, estimates, risks, dependencies, and team-sizing recommendations for new work.

  • Analyze and document business processes, business rules, data requirements, and workflows.
  • Maintain requirements traceability through design, development, testing, and release.

Collaborate with VA Product Owners, architects, engineers, cybersecurity, data, UX, and testing teams.

Support Agile planning, product metrics, requirements reporting, and continuous improvement.

Contribute to TISTA business growth, process improvement, and continuous improvement initiatives.

Qualifications

6+ years of business analysis experience on federal IT programs, including 3+ years in Agile or SAFe environments.

Experience developing Epics, Features, User Stories, acceptance criteria, and refined backlogs using Jira or similar tools.

Demonstrated experience with requirements elicitation, stakeholder facilitation, business process modeling, data analysis, and Agile estimation.

Experience with Jira, Confluence, SharePoint, Microsoft Teams, and related Agile delivery tools.

Working knowledge of SDLC, DevSecOps, requirements traceability, and human-centered design.

VA OIT, VHA, supply chain/logistics, or related federal healthcare experience strongly preferred.

Experience with VA OIT, VHA, supply chain/logistics, or related federal healthcare programs, including familiarity with VA OIT product line processes, strongly preferred.

Certifications

  • SAFe Product Owner/Product Manager (POPM) or SAFe Agilist (SA) required.
  • IIBA CCBA, CBAP, or PMI-PBA required or must be obtained within 12 months of hire.

Education

Bachelor’s degree in a related field; Master’s degree preferred.

Clearance

Tier 2 / Moderate Risk Background Investigation; ability to obtain a VA PIV credential.

Location

  • Rockville, MD / Remote (CONUS).
  • Travel: Up to 10%.

Pay Range

The suggested pay for this position ranges from $145,546 to $160,875.

The actual salary offer will carefully consider a wide range of factors, including your skills, qualifications, experience, and location.

Also, certain positions are eligible for additional forms of compensation, such as bonuses.
