The Data Analyst IV reports to the Financial Data Team Manager within the Office of Finance. The position performs complex data analysis, reporting, and data management activities in support of DFPS financial and operational objectives. Provides technical expertise in analyzing, interpreting, validating, and presenting complex data from multiple systems and sources. Develops data-driven solutions, identifies trends and anomalies, improves data quality, and translates complex information into actionable insights for divisional staff.

Serves as an analytical resource and provides guidance on data practices, reporting methodologies, system requirements, and process improvements. Works collaboratively with Office of Finance staff to ensure data is accurate, reliable, accessible, and aligned with agency requirements. This position prepares reports, dashboards, presentations, and other materials that clearly explain results in an effort to support data-based decisions.

Essential Job Functions (EJFs)

Performs data analysis using statistical tools such as SQL, Visual Basic, and TOAD and applying industry standard methods and techniques. Writes, extracts, queries, and compiles data to prepare financial reports such as the Monthly Financial Report (MFR), Legislative Annual Report (LAR), base reconciliation, Annual Financial Report (AFR), Schedule of Expenditures of Federal Awards (SEFA) and 1099 reporting. Provides other routine, ad hoc, and customized reports based on divisional needs. Being responsive to open records requests and audit inquiries.

Take ownership for improving data quality by establishing standards, business rules, and quality controls. Leads data quality activities by evaluating completeness, accuracy, consistency, and reliability across multiple systems. Develops and implements data validation and reconciliation processes that support root cause analysis and corrective actions. Will establish and maintain quality metrics, measures against results, and recommend necessary improvements to data quality.

Supports data integration and interoperability between financial, operational, and reporting systems. Evaluates the impact of CAPPS Financials system changes on data structures, reporting, interfaces, and downstream processes. Maintains electronic data interface (EDI) layout to ensure compliance with PeopleSoft and IRS regarding data formatting. Ensure data in reporting databases and CAPPS Financials is updated appropriately and timely.

Meets with staff to identify data analytics needs, respond in an accurate and timely manner to reporting or system-related questions, and recommends visualization best practices.

Knowledge, Skills and Abilities (KSAs)

Knowledge of data management and data governance principles, data quality and validation methodologies, relational databases and data structures, and state and federal financial reporting requirements. Knowledge of business intelligence and data visualization concepts. Knowledge of data models, database design development, data mining, and segmentation techniques.

Skill in SQL and data querying, data analysis and interpretation, data reconciliation, and validation. Skills in creating and maintaining technical documentation. Skills in presenting complex information to non-technical audiences. Advanced skills in Microsoft Excel and other analytical/reporting tools as well as working with multiple data sources and enterprise systems.

Ability to analyze large, complex, and disparate datasets; translate business requirements into technical data solutions; identify root causes; and recommend sustainable solutions. Ability to manage multiple complex projects and priorities; work independently; and communicate complex analytical findings clearly and effectively. Ability to exercise sound judgment when handling sensitive financial and organizational information. Ability to compile, review, and analyze data.

Initial Screening Criteria

Experience writing and maintaining SQL scripts required. Experience creating visualizations utilizing Microsoft Power BI or Tableau applications preferred. Experience analyzing financial data.

Current or prior DFPS experience preferred.

Graduation from an accredited four-year college or university with major coursework in data science, business analytics, computer science, computer information systems, management information systems, accounting, finance, mathematics, statistics, economics, data science or a related field is generally preferred.

Experience and education may be substituted for one another on a one-to-one year basis.
