Salary**: The national salary range is £42,914 - £46,182 plus potentially a £1,500 analyst allowance; London salary range is £49,325 - £53,081 plus potentially a £500 analyst allowance. Your salary will be dependent on your base location.

We’re recruiting for a SEO BOLD Prevention Data Analyst here at Justice Digital, Data and Science to be part of our warm and collaborative BOLD Prevention team.

This role sits within Justice Data, where multidisciplinary teams work across the data lifecycle to turn complex data into better decisions, tools and services.

We bring together expertise in data management, engineering, access and sharing, data linking, data science and AI, analysis and service management. Working with partners across the department, the Criminal Justice System and wider government, we strengthen data foundations, connect data across organisational boundaries and make it easier to use data securely and effectively.

By combining strong data foundations and governance with engineering, insight and AI, Justice Data supports better decision-making, frontline delivery and long-term transformation of the justice system.

Your role will sit within the Cross-Government and Academia division in the department’s Data Directorate and is part of the BOLD partnership. Our division is focused on using data to improve services and outcomes for people with complex needs and/or vulnerable cohorts. BOLD (Better Outcomes through Linked Data) is a cross-government partnership that helps improve services and outcomes for people with complex needs—such as those facing homelessness, poverty, mental health challenges, offending behaviour or substance misuse.

Public services collect a large amount of data which is used to improve the quality of services offered to the public, but it is often not shared between organisations. BOLD brings this data together so that decision-makers and frontline workers can better understand the entire picture of what people are experiencing, who they are, what works and subsequently support both strategic and operational decision-making. So far, BOLD has worked with 16 organisations, created 22 linked datasets, and delivered 31 projects. It’s helped improve services for victims of crime, people on probation, and others who need support.

BOLD does more than just link data. It also offers advanced tools and expertise in data analysis, such as large language models (like AI tools that can understand and generate text), or frontline tools containing live data to support caseworkers.

The programme is growing with new pilots focused on health, youth justice, and prevention. If you join BOLD, you’ll be part of a team that will work across government in making public services more connected, more effective, and more focused on helping people.

This role sits within the newly established BOLD Prevention workstream, which supports cross-government efforts to improve outcomes for individuals with multiple and complex needs. BOLD Prevention focuses on improving linked data and analysis to improve our understanding of socioeconomic needs and outcomes in society.

This is an exciting post with emphasis on cross-government collaboration. The postholder will bring together data held across the Ministry of Justice, His Majesty’s Prison and Probation Service, HM Revenue & Customs, the Department for Education, Department for Work and Pensions and wider partners to support the identification of people experiencing multiple needs. They will be pivotal in supporting the BOLD discovery work, leading cross-government data sharing arrangements, driving data quality, ensuring ethical and responsible use of data and delivering high-quality analysis.

  • Conduct data analysis on large government datasets - This includes developing and apply analytical methods to explore socioeconomic needs and outcomes, ensuring outputs meets users’ needs, is high quality and delivered in a timely manner.
  • Develop expertise in data held across government on socioeconomic needs, outcomes and critical warning signs. This includes contributing to the development of data quality assessment and understanding the potential of data produced by government and beyond.
  • Work collaboratively with stakeholders and colleagues across department and professions, such as operational, policy, analysts and data professionals to identify use cases and data requirements, to agree data shares and working in partnership to meet common goals.
  • Project management of proof-of-concept products and data linking projects.

Person Specification

  • Essential
  • Data and quantitative analysis: experience of manipulating large complex datasets across government, applying complex analytical techniques to generate insights and visualisations.
  • Experience in using tools, such as R or Python, to analyse large complex datasets
  • Experience of analysing Criminal Justice System datasets
  • Experience of managing analytical projects: from scoping and planning through to delivery, stakeholder coordination and ensuring quality and timeliness.
  • Ability to communicate findings clearly to technical and non-technical audiences.
  • Experience of creating dashboards and or data driven tools to support policy or operational decision-making

Salary Information**

  • Base salary for this role is from London: £49,325 - £53,081; National: 42,914 - £46,182
  • Existing Civil Servants moving on a level transfer will retain their current base salary or move to the minimum of the pay band for the role, whichever is higher.
  • Existing Civil Servants who are promoted will either move to the bottom of the new grade’s pay band or receive a 10% uplift, whichever provides the greater increase.
  • Candidates may also be eligible for a non‑pensionable Government Digital & Data Allowance of up to £1,500 per year (National) or £500 (London). This is a temporary allowance, reviewed annually and may be retained, amended, or withdrawn.

Stage 2 - Interviews

Additional Information

Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity.

Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.

For nationally advertised roles: All successful candidates will be appointed to the nearest viable office nearest to their home postcode and on its respective pay scale.  This will be at either a HQ building (subject to desk allocation, a Justice Collaboration Centre (JCC) or a Justice Satellite Office (JSO) – See Map. All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity).

For current MoJ employees, your base location will need to be changed to the nearest viable office (to your home postcode), either at a HQ building, JCC or JSO within the National Office Network and moved its location’s respective pay scale (any legacy arrangements/locations will need to be amended).

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post.
