Position Overview

INTECON, an Aspetto company, is hiring a Financial Data Analyst to support the Army National Guard (ARNG) G8 Risk Management and Internal Control (RMIC) Program on site at Arlington Hall Station in Arlington, Virginia. The ARNG G8 is the Chief Financial Officer directorate of the Army National Guard.

This position owns the budget execution and accounting data work on the program. That covers two connected efforts. The first is financial data sanitization and process improvement: reviewing budget execution and accounting data, flagging abnormal conditions, unmatched transactions, and variances for Government correction, and building Standard Operating Procedures, training materials, and automation using Robotic Process Automation, Artificial Intelligence, or Machine Learning. The second is Data Migration and Integrity Assurance, which involves cleansing, profiling, validating, and transforming data moving from legacy systems into the Army's general ledger, and collaborating with the Defense Finance and Accounting Service and Army offices to integrate audit-ready data. It is the right role for a candidate who knows federal accounting data well enough to see what is wrong with it and has the technical range to automate the fix.

Roles and Responsibilities

Conduct detailed reviews of budget execution and accounting data to alert and flag for the Government any abnormal conditions, unmatched transactions, or variances requiring Government correction.

Develop automation tools such as Robotic Process Automation, Artificial Intelligence, or Machine Learning to streamline data sanitization and enhance future efficiency, and provide a full implementation plan to the Government.

Document all processes and adjustments to maintain a complete audit trail.

Develop a complete set of Standard Operating Procedures and corresponding training materials for the review and correction of abnormal accounting conditions and unmatched transactions.

Perform comprehensive data cleansing, profiling, validation, and transformation to ensure the integrity of data migrating from legacy systems to the Army's general ledger.

Normalize data formats, establish standardized data models, and maintain a data ontology for the program.

Collaborate with the Defense Finance and Accounting Service and Army offices to integrate cleansed, audit-ready data in compliance with the DoD Financial Management Regulation and Federal Data Standards.

Produce detailed reports documenting the data ontology, processes, findings, and adjustments made during data profiling, validation, and transformation activities for each data migration effort.

Provide monthly progress reporting on data sanitization and migration activities through the Monthly Status Report.

  • Required Qualifications
  • Active SECRET security clearance.

Four or more years of federal accounting or budget execution data analysis experience, including data cleansing, validation, and migration.

Experience with federal financial management systems, the Army general ledger, and Defense Finance and Accounting Service reporting.

Demonstrated application of Robotic Process Automation, Artificial Intelligence, or Machine Learning to financial data.

Working knowledge of the DoD Financial Management Regulation and Federal Data Standards.

Ability to perform on site at Arlington Hall Station, Arlington, Virginia, during the hours of 0800 to 1700 EST, Monday through Friday.

Required Education

Bachelor's degree in accounting, finance, data analytics, information systems, or a related field.
