Job Summary

Reporting to the Supervisor of Employee Relations & Talent Management, the HR Generalist provides forward-thinking, practical, and client-focused human resources support to assigned client groups across the organization. Acting as a trusted advisor and primary HR contact, the position partners with leaders and employees to deliver guidance and solutions on a wide range of HR matters, including talent acquisition, employee relations, attendance and disability management, job evaluation, performance management, training and development, organizational effectiveness, health and safety, and legislative compliance. In addition, the HR Generalist supports the achievement of organizational goals through strong relationship management, responsive service delivery, workforce planning, and collaboration with HR subject matter experts to ensure consistent and effective human resources programs and practices

Job Duties Include

The following responsibilities and duties of this position includes but is not limited to:

HR Business Partnering and Advisory Services

Serve as the primary Human Resources contact for assigned client groups, providing timely, practical, and solution oriented advice on a broad range of human resources matters;

Build strong working relationships with managers and employees to support operational objectives, workforce needs, and employee engagement initiatives;

Provide guidance and coaching on performance management, attendance support, accommodation processes, workplace concerns, health and safety matters, and corporate policies;

Interpret and apply collective agreements, employment legislation, policies, procedures, and HR best practices to support organizational compliance and consistency; and,

Act as the initial point of contact for HR-related inquiries, coordinating support and referrals to HR subject matter experts as appropriate.

Talent Acquisition and Workforce Planning

Partner closely with hiring managers to lead full-cycle recruitment activities for full-time, part-time, temporary, and seasonal positions;

Provide strategic advice regarding recruitment planning, sourcing strategies, candidate assessment, interview techniques, and selection decisions;

Develop recruitment materials, facilitate interviews, conduct reference checks, and prepare offers of employment;

Support workforce planning initiatives by identifying talent needs, succession considerations, and opportunities to attract and retain qualified candidates; and,

Promote equity, diversity, and inclusion through recruitment strategies and outreach initiatives.

Organizational Effectiveness and HR Initiatives

Collaborate with leaders and HR colleagues to identify workforce trends, training needs, and opportunities for continuous improvement;

Assist with the preparation and maintenance of job descriptions, job evaluation documentation, organizational structure reviews, and workforce planning activities;

Support organizational development initiatives, change management activities, employee engagement programs, and learning and development opportunities; and,

Participate in HR projects, policy development, process improvement initiatives, and corporate committees, as assigned.

Labour and Employee Relations Support

Provide frontline support to managers regarding routine employee and labour relations matters;

Assist with grievance administration, documentation, and workplace issue resolution in collaboration with the Labour & Employee Relations Specialist; and,

Support consistent application of collective agreement provisions, corporate policies, and employment legislation.

Qualifications/Skills

College Diploma or University Degree in Human Resources, Business Administration, Public Administration, or a related field, or an equivalent combination of education and experience;

Certified Human Resources Professional (CHRP) designation, or equivalent Human Resources designation in good standing;

Minimum five (5) years progressively responsible human resources experience, including full-cycle recruitment and experience providing HR advisory services to management and staff, preferably within a unionized municipal environment;

Experience supporting areas such as employee relations, attendance management, accommodation, performance management, workforce planning, learning and development, and organizational effectiveness;

Experience interpreting and applying collective agreements, corporate policies, and applicable legislation(s);

Strong knowledge of the Employment Standards Act, Human Rights Code, Occupational Health and Safety Act, and applicable legislation(s);

Demonstrated ability to build trusted relationships and provide sound advice to managers and employees at all levels of the organization;

  • Strong analytical, problem-solving, conflict resolution, and decision-making skills;
  • Excellent communication, facilitation, coaching, and customer service skills;
  • Experience working with HRIS systems and Microsoft Office applications;
  • Experience working with Workday is considered an asset;

Ability to manage multiple priorities, maintain confidentiality, and exercise sound judgement in dealing with sensitive and complex issues;

  • Ability to provide a satisfactory Criminal Record Check; and,
  • Valid Class "G" Ontario Driver's License.

What is Offered to Staff

Compensation: We offer competitive pay that reflects the responsibilities of the position.

Contract Duration: This temporary position is to cover a leave of absence and is expected to be approximately 14 months; however, the term may be extended depending on the duration of the leave of absence.

Hours of Work: This is a non-union position that works a 35 hour work week. The hours of work are Monday to Friday from 8:30 a.m. to 4:30 p.m.
