Girl Scouts of Northeastern New York (GSNENY) is one of 110 councils across the United States, helping build girls of courage, confidence, and character who make the world a better place. We are looking for a hands-on HR Manager to run payroll and day-to-day HR operations, so our staff feels supported and our teams can focus on delivering life-changing experiences for girls.

About this Role:

As HR Manager, you'll keep the Council's people operations running smoothly. You'll also own biweekly payroll for 35–40 staff, administer benefits, keep employee records accurate, and manage the employee lifecycle from hiring and onboarding through performance reviews and separation.

You'll partner closely with Supervisors across the Council on hiring, timekeeping, and staff development. This is a great fit for someone who enjoys building a workplace where people want to stay, while making day-to-day operations more efficient.

Day-to-day, this means:

  • HR operations and records: Manage all stages of the employee lifecycle, including hiring, promotions, transfers, and separations. Keep the HRIS accurate and up to date for every staff member.
  • Benefits administration: Serve as the Council's primary point of contact for employee benefits. Oversee enrollments, changes, and terminations in Employee Navigator.
  • Recruitment: Run end-to-end hiring, including defining roles, posting jobs, screening candidates, and scheduling interviews. Ensure hiring managers are practicing effective, consistent interviewing and selection practices.
  • Performance management: Make sure all staff receive regular developmental feedback, including 90-day check-ins, informal reviews, and annual performance reviews. Track review cycles and support supervisors in preparing and delivering feedback.
  • Policy and compliance: Maintain Council HR policies and keep the employee handbook current with federal and New York State regulatory changes. Provide policy guidance to staff and supervisors.
  • Workplace culture: Help foster an engaging, supportive workplace where staff feel respected and want to stay. Support the Executive Leadership Team in managing all staff meetings and lead monthly meetings with people managers.
  • Payroll administration: Process biweekly payroll from start to finish for 35–40 staff, in partnership with Finance. Support staff and supervisors with timecard submission and approval so hourly staff are paid correctly and on time. Review payroll reports for accuracy and resolve discrepancies before each pay date.

About You:

This role is perfect for someone with deep, hands-on experience with payroll and HR administration, and who gives responsive support to managers and staff members that keeps them engaged and on the team. You handle sensitive and confidential matters with professionalism, fairness, and integrity. You assess situations thoughtfully and recommend practical, compliant solutions. Additionally, we are looking for candidates who have:

  • 5–7 years of experience independently managing HR operations.
  • Knowledge of payroll processing, in partnership with Finance.
  • Working knowledge of New York State employment law.
  • Strong organization and attention to detail. Ability to manage multiple competing priorities.
  • Ability to maintain strict confidentiality.

Benefits and Compensation

The salary range for this role is $50,000–$65,000, depending on experience. Additionally, the following benefits apply to this role:

  • Medical, Dental, and Vision insurance
  • Group Life Insurance (employer paid) and Voluntary Life Insurance (employee paid)
  • Flexible Spending Accounts (FSA), Health Savings Account (HSA)
  • 403(b) Plan Participation (with up to 3% employee match)
  • 21 days of Vacation and Personal Time and 12 days of sick time
  • 14 Paid Holidays (including the last week in December)
  • Ability to work up to three days per week remotely
