Summary

We are looking for an experienced and driven Group Leader / Sr. Project Manager - Municipal Water/Wastewater to join our growing Water/Wastewater team in St. Paul. This is more than a traditional project management role — it’s an opportunity to take ownership of impactful infrastructure projects, lead and develop a team of engineers, expand client relationships, and help shape the continued growth of our Water/Wastewater practice.

In this role, you’ll balance project delivery and technical leadership with team management, business development, and financial accountability. You’ll work closely with Practice and Business Line leadership to support strategic growth initiatives, identify new market opportunities, and build a strong, collaborative team while continuing to deliver meaningful infrastructure projects throughout the Midwest.

Our Water/Wastewater practice delivers a wide range of meaningful projects, including:

  • Raw water supply systems, wells, and surface water intakes
  • Water treatment, pumping, storage, and distribution systems
  • Wastewater treatment facilities and collection systems
  • Pump/lift stations and process/mechanical piping systems
  • Rehabilitation and assessment projects that improve aging infrastructure

This is an opportunity for a leader who wants to take a larger role in client strategy, staff development, project delivery, and the long-term growth of a rapidly expanding practice.

What You’ll Do

Team Leadership & Development

  • Provide day-to-day leadership, guidance, and support to Water/Wastewater staff, fostering a collaborative and development-focused team environment.
  • Support recruiting, interviewing, hiring, onboarding, and integration of new team members in partnership with Business Line leadership and Human Resources.
  • Establish performance expectations, set annual goals, and conduct performance and development conversations with assigned staff.
  • Mentor and develop engineers and project managers, helping them identify opportunities for professional growth and increased responsibility.
  • Identify staffing needs and coordinate with leadership to support team growth and resource planning.
  • Address performance concerns in a timely and constructive manner while supporting company policies and procedures.

Business Development & Client Management

  • Support the development and execution of regional market strategies and growth initiatives in partnership with Practice and Business Line leadership.
  • Lead client and project pursuits, including proposal development, interview preparation, and pursuit strategy for key opportunities.
  • Build and maintain strong relationships with existing clients while identifying opportunities to expand services and develop new business.
  • Serve as a trusted advisor to clients, providing expertise and identifying solutions that meet their current and future infrastructure needs.
  • Pursue new client opportunities and contribute to achieving group-specific sales and revenue goals.
  • Collaborate with other offices, disciplines, and business lines to strengthen client relationships and expand HR Green’s presence in the Midwest.

Project & Financial Management

  • Lead Water/Wastewater projects from concept through construction, ensuring successful delivery on schedule, within budget, and in accordance with client expectations.
  • Develop project scopes, budgets, schedules, and contracts while coordinating project teams and resources.
  • Manage project staff, subcontractors, and multidisciplinary teams to support successful project execution.
  • Monitor project financial performance, including budgets, staffing, schedules, invoicing, and collection of fees.
  • Lead project reviews and proactively identify risks, scope changes, and opportunities to improve project performance.
  • Provide technical guidance and oversight while ensuring appropriate QA/QC practices and adherence to company standards.
  • Oversee construction administration and coordinate with contractors, field staff, and clients to support project delivery.
  • Maintain consistent client communication throughout the project lifecycle and ensure project deliverables meet established expectations.

What We’re Looking For

  • Bachelor’s degree in Civil or Environmental Engineering; Master’s degree preferred.
  • 10+ years of water/wastewater engineering experience, including at least 5 years of project and/or team leadership experience.
  • Current Professional Engineer (P.E.) license required.
  • Demonstrated success managing water/wastewater design and construction projects.
  • Strong project management, financial management, and client relationship skills.
  • Experience leading, mentoring, and developing engineering staff.
  • Demonstrated ability to build client relationships, pursue new business, and support practice growth.
  • Strong interpersonal, communication, and leadership skills, including the ability to collaborate across offices and disciplines.

Why HR Green?

This role offers the opportunity to take on a meaningful leadership position within a growing national practice while continuing to work on impactful water and wastewater infrastructure projects. You’ll have the support of experienced leadership, the opportunity to build and develop a team, and the ability to influence the direction and growth of our Midwest Water/Wastewater operations.

If you’re ready to expand your leadership responsibilities, strengthen client relationships, and help build the next chapter of our Water/Wastewater practice, we’d love to hear from you.
