TESS is CISA's integrated, capability-driven mission ecosystem designed to scale across mission and delivery spaces within the DHS/CISA/Cybersecurity Division. This is a hybrid position in our Arlington, VA office.
ECS is seeking a Business Analyst to document operational workflows and data requirements for the CIRCIA program, translating business and regulatory requirements into clear, actionable and documentation that supports architecture, design, and engineering decisions. The CIRCIA program requires rigorous business analysis to ensure that complex regulatory obligations are accurately captured and communicated across a cross-functional delivery team. This role directly supports CISA's mission by ensuring that engineering and architecture investments are grounded in verified requirements rather than assumptions.
Job Description
ECS is seeking an experienced Business Analyst to support the CIRCIA program by documenting current-state workflows, data flows, and business requirements that enable the architecture, design, and engineering teams to make informed delivery decisions. In this role, you will translate complex and often ambiguous regulatory requirements into clear, structured documentation that serves as a reliable reference across the program.
You will coordinate closely with stakeholders across design, research, and engineering to ensure that requirements stay accurate, up to date, and reflective of the evolving regulatory and operational landscape of the CIRCIA program. Your work will serve as a critical bridge between business owners and technical teams, reducing delivery risk and preventing misalignment before it reaches development.
This role requires strong analytical, writing, and stakeholder-coordination skills, as well as the ability to identify and communicate dependencies, gaps, and risks clearly across a multi-disciplinary team.
Key Responsibilities
- Document current-state operational workflows and data flows and support the definition of future-state requirements.
- Translate business, regulatory, and stakeholder requirements into clear technical and process documentation.
- Support the enterprise/solutions architect in evaluating technology options and documenting the implications of architecture and design decisions.
- Identify dependencies, risks, and gaps between requirements and delivered work, and help the team resolve them.
- Coordinate with stakeholders across design, research, and engineering to keep requirements accurate and up to date.
Salary Range: $130,000 - $150,000

- U.S. citizen with an ability to obtain and maintain a Public Trust Suitability
- Bachelor's degree in Business Administration, Information Systems, OR a related field, or equivalent professional experience.
- 5+ years of experience as a business analyst, including documenting workflows, data flows, and requirements for a technical program.
- Strong analytical, writing, and stakeholder-coordination skills.
- Experience translating complex or ambiguous requirements into clear documentation.
- Experience with requirements/documentation tooling (e.g., Confluence, Jira, ServiceNow).
