This position will play a key leadership role in the successful delivery of complex rail and transit projects involving Communications-Based Train Control (CBTC), signaling, train control, and associated systems integration.

The successful candidate will bring a minimum of 10 years of direct CBTC experience and a strong track record managing technically complex rail and transit programs from planning and design through systems integration, testing, commissioning, and implementation. The CBTC experience requirement is mandatory for this position. This emphasis is consistent with the current requirement communicated for the role.

The CBTC Project Manager will work closely with clients, transit agencies, engineering teams, systems integrators, contractors, suppliers, and other project stakeholders to manage scope, schedule, budget, technical interfaces, risks, and overall project delivery. The role requires someone who can bridge technical

CBTC knowledge with strong project management and client leadership skills.

Key Responsibilities

  • Lead and manage CBTC and train control projects throughout the project lifecycle, including planning, design, procurement, systems integration, testing, commissioning, and implementation.
  • Serve as a primary point of contact for clients and project stakeholders on CBTC-related programs and assignments.
  • Manage project scope, schedule, budget, staffing, deliverables, risks, quality, and overall project performance.
  • Lead multidisciplinary teams involving signaling, train control, systems engineering, communications, traction power, vehicles, operations, and other rail systems disciplines as applicable.
  • Coordinate technical interfaces between CBTC/train control systems and other subsystems, infrastructure, vehicles, operations, and existing legacy systems.
  • Provide project leadership during design reviews, technical coordination meetings, integration activities, testing, commissioning, and system acceptance.
  • Manage and coordinate the activities of consultants, contractors, suppliers, system integrators, and other project partners.
  • Identify project risks, technical challenges, interface issues, and schedule impacts and drive appropriate mitigation and resolution strategies.
  • Monitor project progress against contractual requirements, milestones, budgets, and schedules.
  • Support change management, cost management, project controls, and documentation associated with complex systems projects.
  • Maintain effective communication with clients, agency stakeholders, project leadership, technical teams, contractors, and suppliers.
  • Support the development and review of technical scopes, proposals, schedules, estimates, and project execution plans.
  • Ensure project activities are performed in accordance with applicable quality, safety, technical, and contractual requirements.
  • Mentor and provide technical/project leadership to engineers and other project team members.
  • Support business development, proposal development, client presentations, and pursuit activities related to CBTC, signaling, and train control opportunities.
  • Collaborate with STV's Systems leadership and technical specialists to support the continued growth of the firm's CBTC and advanced train control capabilities.

The lifecycle emphasis here is consistent with existing internal CBTC leadership material, which identifies planning, procurement, design, systems integration, testing, commissioning, and revenue-service implementation as key phases of CBTC/train-control project delivery.

Required Qualifications

  • Bachelor's degree in Electrical Engineering, Systems Engineering, Transportation Engineering, Civil Engineering, or a related technical discipline.
  • Minimum 10 years of direct professional experience working with Communications-Based Train Control (CBTC) systems.

  • Strong understanding of CBTC architecture, functionality, interfaces, and system integration.
  • Experience with major rail or transit projects involving complex multidisciplinary systems.
  • Demonstrated experience managing projects through multiple phases, such as design, integration, testing, commissioning, or implementation.
  • Experience managing project scope, schedule, budget, risks, deliverables, and technical teams.
  • Strong understanding of systems engineering principles and interdisciplinary/interface management.
  • Demonstrated ability to lead coordination among clients, transit agencies, consultants, contractors, system suppliers, and engineering teams.
  • Excellent written and verbal communication, leadership, organization, and client-management skills.
  • Ability to effectively manage multiple project priorities and resolve complex technical and delivery issues.

Preferred Qualifications

  • Project Management Professional (PMP) certification preferred, but not required.
  • Advanced degree in Engineering, Systems Engineering, Transportation, Project Management, Business Administration, or a related field.
  • Experience with Automatic Train Control (ATC), Automatic Train Operation (ATO), advanced signaling, or next-generation train control technologies.

  • Pacific Northwest transit experience, particularly experience with regional rail or transit programs.
  • Familiarity with relevant rail/transit industry standards and guidance, including AREMA, APTA, IEEE, IEC, and applicable regulatory requirements.

The preference for experience with CBTC/advanced train control, regional agencies including Sound Transit, and professional credentials also reflects qualifications appearing in current internal Systems/rail role material for Bellevue and the broader Pacific Northwest.
